Throughout his career, he has developed a deep expertise in navigating complex healthcare regulatory compliance, understanding intricate third-party payment systems, and delivering strategic advisory services to a wide range of healthcare organizations.
In his national leadership capacity, he drives strategic growth and manages talent development for the firm's healthcare practice. He works closely with healthcare leadership teams to help them navigate ongoing regulatory reforms and align their reimbursement strategies with shifting market demands. His experience covers the full continuum of healthcare, ensuring that organizations can maintain financial compliance while optimizing their operational efficiency.

Conrad Bell is C Spire’s Chief Information Security Officer, bringing more than 25 years of expertise in information technology and cybersecurity. Since joining C Spire in 2016, Bell has been responsible for leading and implementing the company’s cybersecurity strategic goals, aligning security initiatives with business objectives at both the tactical and strategic levels.
Bell’s career spans leadership and technical roles across government and private sectors. He served seven years in the U.S. Marines (1991–1998), laying the foundation for a career defined by discipline, leadership, and technical excellence. He has since held positions of increasing responsibility — including lead technical architect at the University of North Texas, senior network security architect with General Dynamics, and supervisory IT specialist and technical advisor for the 26th Network Operational Squadron at Maxwell Air Force Base (Gunter Annex, Alabama). Across these roles, he has built deep expertise in developing policies, configurations, and securing complex infrastructure.
Bell holds a bachelor’s degree in computer science and a master’s degree in information assurance. He maintains several highly regarded industry certifications, including Certified Information Systems Security Professional (CISSP) and Certified Information Security Manager (CISM). In 2025, Bell was selected to attend the FBI CISO Academy.
Committed to his community, Bell serves on the Board of Directors for Valiant Cross Academy, on the Computer Information Technology Advisory Board for Southwest Tennessee Community College, and on the Board of Directors for the Greater Memphis IT Council, where he contributes to the organization’s mission of establishing the Memphis region as a center of excellence for information technology.

Ed Tucker has been a leader in Mississippi healthcare for more than five decades, bringing extensive experience in hospital administration, finance, consulting, and healthcare management. His career began in 1968 in public accounting, where he specialized in auditing and preparing hospital cost reports.
Over the years, Ed has held numerous executive leadership positions, including Assistant Hospital Director at the University of Mississippi Medical Center; Chief Financial Officer for Blue Cross & Blue Shield of Mississippi, Blue Cross and Blue Shield of Louisiana, Forrest General Hospital, and Anderson Regional Medical Center; and Interim President of Mississippi Baptist Medical Center.
In addition to his executive roles, Ed has provided consulting and management leadership to a three-hospital rural collaborative consisting of Covington County Hospital, Magee General Hospital, and Simpson General Hospital. He also served as liaison between the Mississippi Institutions of Higher Learning and the University of Mississippi Medical Center. Throughout his career, he has advised hospitals, HMOs, ambulatory surgery centers, and home health agencies on financial management, operations, and strategic planning.
Ed is a Certified Management Consultant and Lean Six Sigma Black Belt. A decorated Vietnam veteran, he received both the Bronze Star and the Army Commendation Medal for his military service.
A resident of Brandon, Mississippi, Ed enjoys a busy family life with his two adult sons, three adult stepsons, and six-year-old boy/girl twins. Outside of work, he is an accomplished musician who performs oldies, classic country, and blues, while also playing in church praise and worship settings.

Lori is an analytical and strategic professional with over 16years of experience providing reimbursement consulting and financial and compliance proficiency within the healthcare industry. She and her team serve hospitals, an array of long-term care providers, and state agencies. She focuses on cost reporting services, rate setting, Medicaid eligibility studies for Medicare DSH/LIP, Medicare bad debt review analysis, assistance with Medicare worksheet S-10 analysis, auditor reviews, and regulatory and statutory analysis. She oversees mid-sized to large multimillion-dollar projects to ensure funding is appropriately utilized and helps clients maximize reimbursement. She is a dynamic professional who can build relationships with a diverse clientele and excels at easily conveying highly technical and financial information to various audiences. She is passionate about blending financial knowledge with innovative concepts to develop transformational solutions.

Petra Lee Dodd Biography
Petra Lee Dodd serves as the System Director of Reimbursement for Baptist Healthcare in the Memphis area. A healthcare finance professional with decades of experience, she has dedicated her career to reimbursement, cost reporting, and healthcare financial operations across a wide variety of organizations.
Born and raised in rural Montana, Petra attended the University of Nevada, Reno, where she earned her degree before beginning her professional career with a large CPA firm. After one year in public accounting, she transitioned into healthcare as an internal auditor with Beverly Enterprises, then one of the nation's largest post-acute care providers, operating approximately 1,300 nursing homes and home health agencies across the United States.
Following the birth of her only child, now 37 years old, Petra moved into healthcare cost reporting and reimbursement, a specialty she has practiced ever since. Her career initially focused on long-term care before she migrated to the hospital sector in 1998. Since then, she has worked for organizations ranging from major for-profit systems such as HCA Healthcare and Community Health Systems (CHS) to smaller not-for-profit health systems, including a two-hospital organization.
Unlike many reimbursement professionals, Petra has spent her entire career on the provider side and has never worked for a Medicare Administrative Contractor (MAC).
Today, Petra resides in Bartlett, Tennessee, a northeastern suburb of Memphis, where she also cares for her elderly mother who lives with her.
